F & A’s Mackerel Chowder

Francis and I developed this recipe together. It is creamy and rich-tasting without anything but 2% milk; the mackerel, although usually overpoweringly fishy, is sweet and mellow. We’ve had it both as a starter and as a main dish. Must serve with water crackers.
